Project development objectives
The programme goal is to improve the socio-economic status of the poorest households in Ha Giang and Quang Binh Provinces, with particular emphasis on the use of highly decentralized, community-driven development approaches operationalizing the Government's 'grassroots democratisation' legislation. This would be achieved by:
(i) enhancing the capabilities of local people to become active stakeholders in the management of commune and village-level institutions;
(ii) increasing the productivity and income levels of poor households, ethnic minorities and women, and improving their household food security;
(iii) reinforcing the ongoing decentralization processes, with emphasis on village-level infrastructure;
(iv) establishing decentralized programme management structures and delivery services responsive to the priorities of the target group; and
(v) developing local capabilities to bridge the gap between national-level policies and provincial implementation of initiatives on decentralization.
 
Project components
1) Capacity-building for Decentralized Development: (15% of base cost)
  • Establishment of Commune Project Management Units (CPMUs) and Village Management Groups (HG) and Self Management Boards (QB) and training;
  • Conduct of village level PRAs and development of village level development plans, annually updated and consolidated with the commune development plan;
  • Community Facilitators (CFs) in all communes;
  • Capacity Building Local Development Budget for capacity building needs;
  • Provision of international and national TA;
  • Province led policy and programme development;
2) Production Support (28% of base cost)
  • Farming systems development: seed multiplication of local maize varieties; high yielding rice varieties and soybean; fruit tree promotion of varieties requiring minimum post harvest processing and easy to store; home gardening; land allocation and certification of agricultural land, sandy coastal land, and unused or degraded forestland (QB only); agroforestry, afforestation and community based forestry management; development of extension materials; and strengthening of extension services;
  • Livestock development: breed improvement of cattle, buffalo, and goats; breeding of local and hybrid pigs; provision of backyard poultry and ducks; demonstrations / farmers’ field schools for cattle, buffalo, pig and goat rearing, forage and feed processing; strengthening of veterinary services at the village and commune level; strengthening of Provincial Animal Health Laboratories and District Veterinary Stations;
  • Aquaculture development : Improvement of the quantity and quality of fry / fingerling production; demonstrations of fishculture in ponds, rice-fish culture, cage culture; community based fisheries management along rivers and coastal areas (QB only); strengthening support services of the Fisheries Seed Centre and extension;
  • Microenterprlse and marketing development: setting up of business incubators, (HG); establishment of producer groups and training and promotion of buy back arrangements (HG and QB); scholarships for vocational training; building of province markets, and provision of market information;
  • Rural financial services: development of credit and savings groups; capacity building of groups‘ members, VBSP and mass organisations; institutional strengthening of VBSP;
3) Small-Scale Infrastructure Development (40% of base cost)
  • Establishment of a Village Infrastructure Development Budget;
  • Preparation of Commune Infrastructure Development Plans;
  • Provision of logistic and operational support to the province, district and commune management units and key district technical agencies;
  • Appropriate training at district, commune and village levels;
  • Formation of user groups, Village Management Groups (HG) and Self Management Boards (SMBs) at the village level;
4) Programme Management (14% of base cost)
  • Establishment of the management units at the Province, district an commune level;
  • Operational and administrative expenses;
  • Establishment of M&E system based on RIMs;
  • International CTA
