Project development objectives
The overall goal of the project is to improve the socio-economic status of poor upland ethnic minorities and women by increasing their capacity and role in the decision-making process; enhancing food security; promoting diversification of rural income opportunities; and encouraging sustainable use of natural resources. Individual component objectives are:
(a) To improve the food security of poor households and promote the diversification of rural incomes.
(b) To empower women from poor, ethnic and upland communities by improving their access to and control over productive resources.
(c) To empower village communities to improve their living conditions through development of small-scale infrastructure
(d) To establish effective, sustainable and decentralised project management services.
Specific benefits will include: improved living standards and food security for poorest households; increased and more diversified rural incomes; increased skill levels and employment opportunities for upland youth; gender mainstreaming achieved by establishing improved control for women over productive resources; improved socio-economic status of women; improved village-level infrastructure; improved management of natural resources based on principals of sustainable production; and further institutionalisation of decentralised planning procedures based on participatory approaches.
Project components
1) Food security and income diversification (31% of base cost):
- Micro-finance and micro-enterprise development: development and matching grant to SCGs; credit line to VBSP to provide loans to the SCGs; training support for production related activities; formation of village and commune marketing groups; strengthening of mobile banking services; establishment of Microfinance and Microenterprise Unit (MMU); training of VBARD and VBSP staff, and key WU, FA YU staff;
- Upland farming systems extension and research: Simplified FFSs for agriculture, livestock and forestry production; training of key farmers; on-farm demonstrations for higher risk activities covering crop, livestock and forestry production; small scale nurseries; Indigenous Forest Species Nursery; establishment of District Demonstration Stations; training of extension staff and extension materials;
- Livestock improvement and animal health: improvement of buffalo and cattle breeds; establishment of commercial pig breeding areas; upgrading fingerling hatchery; establishment of fingerling distribution centre; distribution of improved poultry breeds; establishment of small scale chicken hatcheries at commune level; upgrading of provincial veterinary laboratory and establishment of district veterinary stations; village animal health workers in all project villages; training of staff;
- Forest land management: Forest land Management Assessment (FLMA); Forest land allocation and land use planning; issuance of Land Use Certificates; and training of staff;
- Vocational training: Support to Provincial Economic, Technical and Vocational Training School (PETVTS), establishment of District Economic, Technical and Vocational Training Schools (DETVTS); scholarships; training of staff;
2) Gender and women's livelihood (10% of base cost): training on gender mainstreaming; e women's livelihoods funds (WLFs); establishment of WLFs-village groups; institutional strengthening of WU; development of savings and credit groups;
3) Village infrastructure development (40% of base cost): establishment of village infrastructure development funds (VIDFs); establishment of village development boards (VDBs) and commune development boards (CDBs); institutional strengthening, community organisers;
4) Project management (19% of base cost, including reserve funds): establishment of an project management structure at Provincial and district level; development reserve fund
