Along with the establishment of IFAD Representative Office in VietNam, the IFAD country programme in VietNam has expanded its investment and grant activities. So far, IFAD has financed eight projects, with a total loan commitment of about USD 170 million. On-going projects include: (i) the Rural Income Diversification Project (RIDP) in Tuyen Quang; (ii) the Decentralized Program for Rural Poverty Reduction (DPPR) in Ha Giang and Quang Binh; and (iii) the Program for Improving Market Participation of the Poor Program (IMPP) in Ha Tinh and Tra Vinh and (iv) the Developing Business with the Rural Poor Programme in Cao Bang and Ben Tre provinces (DBRP). The new province of Bac Kan is expected to start implementation in early 2009. In addition, 21 regional grant projects include VietNam in implementation.    
 
Programme implementation is more challenging not only in terms of the scale of activities but also in its innovative approach. In five of the seven provinces, IFAD supports the implementation of a market-oriented poverty reduction approach, linking the rural poor with market opportunities, building partnership with private sector in the business-oriented poverty reduction initiatives. These innovations are in line with the National SEDP 2006 – 2010 leading the agriculture sector and rural farmers towards the economic integration and sustainable development after the accession to WTO.

By July 2008, the IFAD Country Presence Office in VietNam has completed the supervision of all the IFAD supported investment projects including the Mid-term review mission to DPPR. The evaluation and supervision missions found that there are needs for implementation support and interventions from IFAD, central Government agencies, local Government and co-financing donors to the project management in order to improve the programme/project performance. At the project level, cross-cutting issues for improvement fall to the areas of project management capacity, including procurement and financial management, monitoring and evaluation, planning and targeting, coordination and harmonization. In addition to the issues in project management, almost all projects have encountered difficulties in strategic areas such as markets-based planning methodology, development of farmer’s organization, decentralized small-scale infrastructure management, etc. At the programme level, the recent COSOP 2008-2012 suggested further improvements in the areas such as programme knowledge management, linkages among investment and grant projects, and public communication.
 
 
Objectives: To address the above-mentioned critical issues in order to enhance the IFAD programme performance and quality, the VietNam Country Programme Review Workshop (CPR) was organized from 28 to 30 July 2008 in Ha Tinh Province with the following objectives:  
  1. To identify the most critical issues in project management and solutions towards effective project implementation through a participatory bottom-up approach in problem identification and solution seeking.
  2. To exchange successful experience and promote cooperation and partnership between/among investment projects and the regional/country grant projects through a Knowledge Fair and face to face interaction amongst grant coordinators and the investment Project Directors;
  3. To consolidate capacities of key project management officers in financial management and M&E through organization of two parallel training workshops on these respective areas.  
Outputs:
  1. Agreed list of critical issues and areas for implementation support and improvement to be addressed by IFAD, Central Government Agencies, PPCs and the projects management.  
  2. Recommended solutions to address these identified critical issues and if possible immediate actions by the IFAD and Government agencies to undertake after the CPR workshop
  3. Established networks and communications among the programme stakeholders for continued knowledge management, cooperation and partnership.
