Finally the rural organizations in Vietnam have received a solid legal foundation. On 10 October 2007 the Government issued the Decree number 151/2007/ND-CP on Establishment and Operations of Collaborative Groups. Under this decree the collaborative group is defined as any voluntary association of up from three people who share an interest in a business, together enjoy common benefits and responsibilities for their own association. The Ministry of Planning and Investment on 9 July 2008 has also issued the Circular No. 04/2008/TT-BKH on guidelines for implementation of some issues under the Decree 151, particularly on registration process of the rural organizations. The Decree on rural organizations was formulated by a working group of government agencies led by MARD and supported by IFAD, CARE and OXFAM International

Currently, a national working group led by MARD is developing guidelines for development of agriculture and rural collaborative groups under the framework of the Decree 151. IFAD is supporting for this guidelines formulation to link this policy formulation with experiences under IFAD-supported projects in provinces.
